What does the agreement between the socialists and the republican leftist, ERC, mean for policy at a national level?

The republican leftist ERC and the Catalan socialists, PSC, have agreed to ratify a new Catalan Government led by the socialist Salvador Illa. In addition to the headline agreements on a new fiscal regime for Catalonia and more Catalan language rights at schools and in public services, the agreement also sheds light on the policy and legislative priorities of the national Government for the next three years.  These include:

  • Creation of a State-owned renewable energy company and promotion of self-supply renewable energy, renewable energy communities, denuclearization.
  • Dental healthcare coverage and a new mental health strategy.
  • Maintaining feminist and equality policies and programmes and in particular the promotion of female sporting events and competitions.
  • Reducing income taxes for incomes below €35,000.
  • Application of the “think small first” philosophy in relation to administrative and bureaucratic requirements on micro-companies and small and medium sized companies.
  • Rural development policy.
  • 2% budget spending on cultural activities.
  • New legislative initiatives on consumer and household rights when acquiring mortgage loans.
